Kind of agree but the suspense in the film is whether or not precrime can stop the murder and if the precogs predict precrime stopping the crime then...they can't do that. There wouldn't be a movie.

The murder hadn't happened yet either.

That's the whole point of the story that pre-crime was flawed. They were arresting people based on what MIGHT happen though it didn't look good when they bust open the door right as a guy might be about to stab his wife to death. Maybe he'd have a change of heart at the last moment, but they based everything on the fact that he would've actually had stabbed his wife even though nobody could be completely sure.

did you even watch the movie? that old scientist lady says they see many different futures and only show the most likely one, and that they dont even agree on that all the time

the ball rolling scene with tom cruise and collin farrell in the beginning of the movie explains how things will happen if something doesnt stop it. it's the same idea with the pre-cogs. they see that something will happen and once the cops become aware they have a chance to stop it.
