Even if they go through far enough to get the pilot made, I doubt it'll get into an actual series.
Original series was just cancelled. They made a pilot a few years later where Ralph gets found out as being a superhero, it goes completely to his head (which is pretty out of character), and he's forced to give it up by the aliens, and so he decides to pass it on to like a female pre-school teacher or something. Since the pilot sucked and they weren't going to go forward with it as a series, it got shoved in as a normal episode of the original show for syndication.
So originally, no it didn't end that way; but because of a failed attempt at reviving interest, yes, it did become that way later.
