It's a French cartoon so they probably weren't as hung up on trying to desxualize characters.
Cartoons made in the US actively try to make their characters ugly to avoid people making porn involving them, like what happened to Gwen from Ben 10.
The characters in Totally Spies probably just end up looking a lot nicer purely due to having artists not TRYING to make them look like shit.

I think so because it was a stated goal of the artists there to try and make her design incapable of being sexualized. They of course failed, but it was still attempted.
I wouldn't be surprised if western cartoons were doing that kind of shit all the time and that it's why girls in cartoons end up looking ugly all the time.
