So the villains they fought agreed to appear as themselves on the show and then fought them in real life afterwards?
And Mermaid Girl is a character on the show but also a real person who they don't know the identity of?

Maybe it's like Dragnet (which also claimed to be true stories, though "the names have been changed to protect the innocent"), except Mermaid Man and Barnacle Boy play themselves instead of an in-story fictional character like Joe Friday taking their place, and with actors portraying the villains and civilians?
