I haven't watched the episode in a long time but wasn't the point that the rescue ships arrived in time so what he did was pointless? I remember him having a line about it like "if they arrived later I would have been considered a hero"

He was a murderer because the ships managed to arrive in time.
If the ships had shown up at the expected time, he would have saved half the colony instead.
Like, he'd still be a murderer, but that is what's expected of leaders.

A lot of these are just ambitious people who use a path of least resistance to get it.
Fallible, sure, and willing to take the fastest, easiest, cheapest way up.
Like if the easiest way didn't involve screwing people over they'd do that.
