Yes. It was shot as a cutscene for the video game, and everyone thought it was so stupid they cut it out ad made it a hidden bonus feature. It was never supposed to be part of the movie.

For one, assuming Sgt. candy is a military veteran, he'd have been serving in 84 and probably even in 95 when the murders took place, and probably accounted for.
