I'm going to only base this solely on S1-8.
Best: Mr. Burns
Worst: There was none, this was the golden age before flanderization and the characters all were great set pieces to the core family. Even Lisa was a perfect balance of intelligent, crude, and relatable up until the vegan episode.

Scorpio is an up and comer, in the top 10 at least
He's literally the best one time character on the show. Plus I loved that episode because it showed that Homer was willing to give up a great job that he was actually good at to make his family happy.

Hard choice for ralph as worst. Lisa is an important piece of the dynamic in 2-6, if we are including 7-8 or 7-11 my answer could change. If we are including 7-? I have no idea
This. It pushed the boundaries of the Simpsons universe while being wholly adherent to the core values of what makes the series so endearing and enjoyable.

Homer is objetively the best character since he's the main, and if it wasn't Homer I'd choose Bart. For secondary characters the candidates for best would be Flanders, Skinner, Mr. burns, Smithers, Moe, Barney... all these are pretty funny in almost every appearance. Lenny, Carl, Krusty, ms. Hoover and many others were gold in old episodes.
Worst: the kid Lisa fell in love with in the movie

I'm not a hardcore Simpsons fan, only watch it when it was on tv, but I'm surprised that so many think burns is the best or up there. I think Skinner, or the superintendent, moe or the priest, or the doctor are all much better
