While Reapers live for a ridiculously long amount of time, it's established that eventually they do grow too old to actually do the job. When this happens the job is passed on to the closest offspring.
Grim, the present Grim Reaper, has no offspring. It's also pretty obvious that due to his position beneath two children he will never have the opportunity to naturally create one (don't try to think of how skeletons breed, you'll hurt yourself.)
Yet despite their total ownership over him, and the fact that they do technically have parents of their own, Grim does often act as a sort of guardian figure over them. When things get too magical or difficult, Grim is the first to arrive and assist with whatever adversary they're facing. In an abstract sort of way, these kids are practically his adopted offspring.
One of these children, Mandy, has no interest in becoming the Grim Reaper. She instead prefers to operate from the sidelines, getting the powerful being to abide by her wishes.
Remember how Bleedman had Grim and Mandy married, only for Grim to get cucked by Nergal Jr and Mandy to abort the baby and raise that as Grim's son?
Didn't the origin of where grim got his scythe change at least three times?
One where he just found it
Another where he was hired to be the grim reaper
and the movie one where he won it in a contest
These leaves only one candidate: Billy.
While Billy is a silly, dim-witted lunatic, he has openly shown interest in emulating Grim. He has also become the Grim Reaper in various instances and has displayed capability with both swinging the scythe and utilizing its magical powers. He is also endlessly bossed around by Mandy; unlike Grim, he doesn't seem to mind this at all.
But could a simple, stupid, easily-distracted reaper actually work as a concept?
They said on the Spider movie that ONE Reaper is chosen for each duration of the universe.
Did you miss the Spider Queen movie? Grim became the Reaper by popular vote, when he gets too old to do his job they'll just do the same thing and pick from a group of students.

grims father wasn't the grim reaper. Plus grims probably gonna outlive the kids anyway. When you think about it their lives are only a fraction of one percent of grims life. Grims scythe was 2000 years old, I'm not even sure it was his first scythe either.
