I got the impression that he was sort of stunted in mental growth, but he was a savant when it came to robotics, AI, genetic engineering, etc. Basically really good at making his "friends" and not really interested in much else (apart from chess). After all he was super trusting of the replicants who wanted to meet Tyrell. Basically had the mind of a child trapped in the body of a man but was a genius in a few select areas.
