Honestly, Joker would probably still be a threat even if he was crippled. It's not like he's a physical threat to Batman, he's about as helpless as a cripple when it comes time for his ass-kicking anyway. He'd probably still mastermind his schemes and manipulate proxies to carry them out.

That was the most disappointing thing about the ending, I mean aside from his lame-ass explanation of Batman's rule - when he seemed to genuinely want to control organized crime, he actually made for an interesting foil to Batman, and raised some real questions. And then he threw it all away because it was all just an insane long-shot gambit to set up his dream revenge fantasy.

Like, he's got so much plot armor, this is the thing that makes him vulnerable; his logic is flawed. His parents were murdered as a kid, and now the thought of taking a life makes him queasy.

Look at TDKR, at the end the Joker is basically taunting him for being too much of an old bitch to finish the job. It's stupid, but it's an aspect of the character I kinda like.
