You kinda have to watch the rest of it to really get a sense of his nature but he's just a vicious force of nature. Similar to Anton Chigurh. He corrupts and fucks with everyoen and everything he comes into contact with.

The story Malvo had Don Chumph read to El Mercado King was a parable explaining why he was so fucked up. In the end he can only get joy from hurting others, it's what he lives for, which is why he shot his fiancé and the dude with a huge bounty on his head.
This show is a film students wet dream. It thrives on its devotion to a dark but not inaccessible aesthetic with little else going on for it. Throw in some excessive violence and some quaint Minnesot-isms and you have an homage to a widely-revered classic. What saves the whole thing and makes it all work on its own level is the really great talent at work, which is not always a recipe for success.
tldr; there are no layers to this thing, regardless of what a bunch of stonered out college kids tell you
