Basically a secret baseline test. They find out that replicants are unable to live lives like humans and stay subservient. So K was the scapegoat for a brutal reality. enter BR2049

They become associates upon the case that K picks up, regarding the criminal that would eventually kill K's family. (it is later revealed that the criminal was part of the project and was assigned by the Wallace Co. to kill K's family.
