Did nothing wrong my ass. He was the fucking CEO and responsible for everything that went on. Even if he had no direct knowledge, he created the environment and incentives that drove the unethical behavior of everyone around him. He was clearly a sociopath who cared only about his company's financial success. Watch his reaction to the ED-209 malfunction - he showed no concern whatsoever for the people who died.
The sequel was terrible because it pushed all the absurdity of the first movie too far, turning satire into self parody. The characterization of Murphy and VFX were sub par as well.

I didn't like that bit, myself. It's a bit too slapstick for the subject matter. The audience already knows the RoboCop process is horrific, so the scene adds nothing. It just turns Murphy's suffering into a punch line.
