You've missed the entire message of the "No witness, no reward" bit. Missy being killed by Simm is also such a better scene than the Master actually saving the day. Missy/Master will never go full hero and never should, the character would lose too much if they were ever actually fully "redeemed". And, if she had actually saved the day it would've ruined the weight of the final battle. It actually feels like 12's regeneration is earned as well as Bill's happy ending (no matter how ridiculous it may be) because they actually fought a seriously battle against a huge army just to give those kids a chance, and having Missy actually save the day would've completely removed the stakes of all of it.
