The Upside Down was a nuclear testing ground used by either the Nazis or Commies. The Yanks weren't the first to discover it, but they may have been deliberately led to it. The Mindflayer, Demogorgon and Demodogs were all purposely created as spy or war machines, but they became uncontrollable and the portal was closed.
What's there to explain?

They don't explain it because that's creepier. Not everything has to be explained all the time. Maybe they'll do it in later seasons, maybe they won't, but in my opinion I don't think they should explain it.

nuclear timeline is a pretty stupid idea, since the two dimensions are linked together. And Hell implies that the dead of our world would transcend there which again is wrong. So i wouldn't use the word hell for this dimension.
I like the future idea. It also plays well with the science teacher's analogy with the folded plate. It isn't two dimensions sharing the same space, it's two points in a single timeline. Eleven somehow bridged the present and a future where the Commies have destroyed the United States. The fallout isn't radiation because they didn't use conventional weapons, they used biological ones which wiped out every living organism. The aftermath is a bunch of freakazoid monsters that spawned out of the ashes.
