There's a transgendered sentient street in DC. The original Ronin was actually a female name Echo. There's Mantra. There's that Dial H for Hero arc called Changes about a guy who gets powers that turn him into a girl.

I really wonder what they were thinking with this. Is crossdressing like a special effect to children? I can't see it being anything except for either adult social politics or comedy.

It was a gentle critique of gender stereotypes. The main character's aunt was a lady-themed superhero in the 60s, and he had to take over the mantle. The main character spoke in falsetto and presented as female while in costume, partly to preserve the legacy of his hero persona and partly to protect his secret identity.
It was shading the idea that girls need hot pink, zebra print, fur-trimmed everything, and also that such things are only for girls.
It was basically just did for the Powerpuff Girls what Johnny Test did for Dexter's Laboratory.
