Kill a alt world then send him back.

Have him conquer a good portion of a third world region (Central Africa? South America?) before anyone in America notices. Then have him fortify his position enough through MAD.

He has to have smaller goals. The bigger a threat you are the less plausible it is you ever succeed.

Have him "conquer" it though
He goes to some total shithole and sets up shop helping everyone.
He makes food from dirt and heals the sick.
He makes some of them mutants, free of charge, no strings attached.
The people overthrow the local government and democratically elect him leader.

The X-men are all like "We gotta do something about him!" but the people he helped step in their way willingly.
Have someone go "I scanned their minds and they're totally untampered with!"
Now Apocalypse freely offers his help to anyone who wants it and his territory keeps expanding and expanding.

Now that's a good story because it's the X-men dealing with their prejudices and bigotry.

tl;dr: Apocalypse is an infinite disappointment and his DC counterpart, Darkseid, was executed perfectly by comparison.

I can kinda see a slightly older version of the
current Apocalypse doing such a thing. He just wants to help and make up for his past!

Then of course all the political machinations and such can cause him to start questioning what is too far in protecting his people, especially when the surrounding countries don't really like this new upstart (and don't want to be next) and the X-Men and all the other superheroes are skeptical of his motives.

you're not ruining Evan. If you need another shitty event, even though that premise doesn't sound terrible, use another Apocalypse.

Stuck in shitty hopeless and other crap writer books not putting on the armor. They turned Evan into a pussy even though he went toe to toe with mutant brotherhood by the end of Remender's X-Force.

Being a blue egyptian isn't ethnic enough for numarvel. Bringing his first mutant-ness into all these stories about mutant survival should be a pivitol thing but unfortunately the writers, writing these books are trying to fill some kind of dumb editorial mandate instead of writing a story that actually makes sense.

Return him to that godlike status by not using him for a while. Then have him return like said, where he's already conquering pieces of the world.
