I don't understand any choices here. People liked the Avengers because of the movies that came before. This is like if preceding the Avengers there was Iron Man, then Civil War, then no stand-alone Cap movie or movies for Thor or Hulk. It doesn't make any fucking sense.
DC wasn't willing to do the long game. They gambled that after Superman v Batman was a financial disappointment, that somehow adding three other characters (Flash, Aquaman, Cyborg) audiences don't know or give a fuck about would put butts in seats.
