Well harming children is pretty much the ticket to having more insurrections pop up. Aku may only have to deal with minor cases but if word spread he killed a shitload of kids then that might bring some problems.

As vicious and evil as Aku can be, I always saw him as one of the villains with whom you could potentially sit down and broker some kind of deal. Were you to prove yourself worthy of his attention and consideration, of course.

Aku isn't about killing, he's about worship, his goal was always control and not destruction

He didn't really kill people more than he had to. He wanted to conquer and rule. Sure in the early days that meant everybody being chained to a work gang line and digging in the mines, but thousands of years into his reign he's evolved more subtle and yet complete domination over people's lives. Also he probably got bored of the whole "enslave everybody and work them to death" thing after a few centuries. Now he's in a cyberpunk phase coupled with arbitrary and whimsical intervention to keep everybody on their toes.

Reminder that the rebels Aku kills for lulz nowadays used to be those kids he once tried to buy out with tales.

It's still a kids show.

That would be a waste of good future worshippers.

Aku doesn't kill people indiscriminately like other villains, his main focus is maintaining his rule with no one to challenge or defy him. It doesn't mean he won't eliminate his opponents when he feels like it.

Wouldn't say always, when he was first formed he had a lot of destructive compulsion to get out of his system.
Thing is, even as a pure incarnation of evil he's still sentient and has a personality instead of being a blind force of nature, so even he can grow bored with things. He's even illustrated flip flopping between sending disposable mooks to impede Jack's progress and directly deciding to leave his comfort and security simply to fuck with Jack for a laugh at whatever cost before just as abruptly leaving.

Future Aku probably realizes the fragile mortality of most things under his rule means they're no threat to him, and are merely there for his amusement like a hamster. He can hurt them if he likes but he doesn't have to kill any of them. They're all going to die under the tyranny of his rule anyway.
