Depends on the nature/origin of the powers. For instance, if she gets her strength from being caught in a freak accident, then it's easy to excuse her getting super-buff as a side effect of whatever was involved in the accident.

Yeah, I'd say the only types that wouldn't be buff are gods/cosmic-level heroes (unless she's like a war goddess or something) or ones where their muscles aren't actually doing the work, like cybernetic enhancements and such.

If their strength is at all related to their physicality they should be enormous to justify it like male characters are. If it is not draw them however the fuck you want but they should all be somewhat athletic and having tits the size of a watermelon would make you useless in a fight so they should probably try to do that less.

in flashpoint paradox flash is built like a weight lifter, but sprinters should be skinny, have no reason for such a huge upper body. Really bugged me.
