No, you idiot. If this passes ISPs will be able to block whatever site people want access to. In various parts of America people only have access to specific ISPs (Verizon, Comcast, etc.). They can't just get a new ISP. And it doesn't only affect clickbait sites. Your favorite gaming, streaming, piracy, pornography sites will all be effected by this. They could cancel the public's access to this very site, and a variety of others that oppose messages against them. This is very important, and more people need to be aware of this.

Games obviously aren't streamed and I'll bet that the bandwidth requirements for companies like Valve and EA are minimal compared with video focused sites like Netflix and Amazon.

As well as any other website they see as not conforming to their ideals. Have a site that badmouths your internet provider? Say goodbye to having access to it anymore. Your internet provider decides they wanna become a more family oriented service? They can block anything they deem "not family friendly", so either deal with it and pay more to unlock them or switch to another provider which could be a pain if you signed a contract. Your internet provider made a deal with a certain streaming service like Netflix? Good luck getting good quality from a competitor as they're purposefully controlling it to force people to switch to Netflix which doesn't have bandwidth restrictions. This opens the door for absolutely anything that can be done to control the internet and make more money off it. Like, what's to stop a provider from deciding what browser you can use? If they're providing the service, they can dictate almost anything on the customer.

Any bittorrent client will almost certainly be throttled. I mean, they already are to an extent, but it will be way more organized and legal. Without the institution that everyone that pays for Internet access gets to use it as a faceless neutral user you're only as valuable to ISPs as the amount of money they can wring out of you. If you're using the Internet for more than looking at pictures of your grandkids over facebook and sending email to church then it's trivial for an ISP to single out behavior like yours and shake you down for more shekels.

ISPs almost certainly want a piece of the Steam cake too. They will no doubt start demanding special concessions. How that will affect you the costumer is unkown, but hardly impossible steam will simply pass the extra cost on to you.

There's nothing else to do when working for a regulatory agency except to write regulations.

It creates no competition in web companies and ISPs because of fear of violating net neutrality, companies can't figure out solutions or work with websites to figure out the best way of offering their services because it would be deemed favoritism and a violation of net neutrality. In my area Comcast is still using old Bell South relay nodes from the 70s. Our services was shit for months because one house's coax cable in my neighborhood was was worn/exposed and causing feedback along the whole line. They took a year switching nodes off and on to find the problem neighborhood and then went house by house until they found the problem.

The monopolisation of the media happened as a result of deregulation, not further regulation. Retard.

It's not ISPs business to police websites. You are proposing a problem for which there should be no solution. Internet Service Providers job is what their name implies, not Internet nanny. They build wires and hook them up to the greater network that forms the Internet (that other people innovated and built) and charge people for access. It's not their fucking business what people do on the Internet once they're packets of information exchanging across nodes, i.e. websites.

Do you think my car company should have a say in what I use my car for too? They build the access to mobile travel, I use it at my will. Maybe the gas company should have a say too? Should they set a tracking and block device in the car computer so they can deal with troublesome "car destinations".

This has never been a problem before when Net Neutrality was effectively (though not legally) in place. Nor with other similar businesses. If ISPs want to offer good internet access then they will periodically have to build more infrastructure to cover more area, beat of competitors, and keep up with Internet growth.

There's a problem here with ISP competition, but that has nothing to do with Net Neutrality.
