I think they mentioned that the Republic didn't take reports of the First Orders threat seriously or that the Resistance needs proof for the Republic to do something about it but I would have to watch the movie and I sure as hell don't want to. There were enough scenes at Resistance base where that could have happened. A deleted scene has Leia send an ambassador to Hosnian Prime with info on the massacre at the village and that ambassador is visible in the Hosnian prime scene but as I said that was cut for sure.
