The Hulk can't fly, so he has a soft limit on how much strength he can exert because there's a short limit on the sturdiness of the materials he needs to brace against. Moreover, Hulk has the harder limit of a human's capacity to be angry. While he does have theoretically infinite strength, that depends on him being able to be infinitely angry, which logically requires an infinite brain or some kind of cosmic force.

Goku has limits, too, but he's currently getting towards universal levels, which is a bit much from what I know of the Hulk.

Superman does not have actual limits, beyond whatever the writers desire at the time.

From a purely theoretical stance: Superman. He had stories about forging Suns on the magical Anvil of Zeus then giving them to eat to sentient blackholes and even weirder stuff, he's above regular fights.
He's only weak when some writer thinks Doomsday makes sense, then Hulk could easily catch him at light speed and break his indestructible neck.

Not talking about N52 or Rebirth as I'm currently catching up, but it's been explained multiple times in the comics pre-infinite crisis that Supers has mental limiters placed on his strength so he doesn't accidentally inhale entire continents in his sleep or destroy the planet every time he takes a step. I've read DB and have kept up with the new DBS series and so far Goku isn't on the same level as Supes(who isn't even the most power entity in his own series either). I've never seen Goku tank a supernova(much less multiple ones in succession) and live or destroy an entire galaxy with a sneeze. DB are just insecure their husbando isn't the top dog in fiction. I ain't even a fucking Supes fan I prefer Flash who could probably roflstomp both of them.

Theoretically Superman in his strongest form is a god who can manipulate reality and creates his own multiverse. Goku just an arc or two ago got killed by a stray blaster shot.

The entire point of SSB is that it doesn't have showy wastes of energy like normal super saiyan. It's why Goku can use the kaioken in SSB but nothing else except base form.
