They had to act "normal." The point of Leon was to make sure nobody found or interacted with them until the Dark Army needed them. Remember that the original plan was going to occur weeks later and were rushed by Whiterose.
If they were gagged, the guy that was buried in the desert would have found them, and they would have found signs of that in the autopsy.

Well, that, or the ability to appreciate how they don't completely butcher their computer scenes. It's computer show equivalent of the expanse in sci fi - yeah it might be pretty crappy in some areas, but being the best in class makes up for it.
