It really doesn't sound like it was Funimation's decision either (really, what kind of ultimatum is "We'll give you this show that ended over a year ago and isn't going to continue in Japan, but only if you drop our show we're still dubbing and very much financially invested in for the foreseeable future"?).
What likely happened behind the scenes was that Toei has a fee for each show of theirs that airs, and getting Super meant they had to discard One Piece (which, had the ratings been better, they probably would've sucked it up and paid the additional fee). It took three months to get removed because they had already paid up through episode 384 (the end of "Season 6").

This will be an interesting situation.
The story is fine and I LOVE the manga, although it does fall into a lot of shounen tropes. It still tells a pretty fun adventure story, and it's really good at hinting at things early on that become incredibly important down the road.
The anime however, is much too caught up for their own good, and ends up being too close to the manga so they have to add filler out the wazoo. That combined with the fact that they seem to save all the animation budget for climactic fight scenes churnes out a mostly subpar product. The only consistantly good thing about the anime is the music and even that's not excellent or anything. That coupled with the fact that the Manga is still ongoing with no end in sight makes one piece, as an anime, really inaccessible.
The anime is absolute shit.
