Originally the symbiote just enhanced your natural muscle mass, which is why Venom was so big because Brock was jacked as fuck.
These days it seems to just default to that form, possibly because the symbiote bonded with Brock enough.

The symbiotes mostly just form a coating over their hosts body, so it can look like pretty much anything.
But then you get cases where it shapeshifts around into something no human body could do and its unknown what the fuck is going on with the human body inside the symbiote.
I think when Toxin was running around he shapeshifted and said he actually felt his bones dislocating and moving around in ways that shouldnt be possible, but it didnt hurt at all.
