The way I see it the way they played this pairing was to fuel comedy by taking a dump on shippers' insanity, Hater liked her for complete superficial reasons, she was utterly disgusted by him, Wander was trying to force it to please his nonsensical, idealistic headcanon while everyone else was trying to tell him to cut the crap.
At best she would have found some unexpected friend/partner and ended up in a Wander/Silvia relationship.

Dominator started absolutely awful then slowly turned alright, as you said she worked as a device to tie the season together. I was extremely disappointed with what they did with EVIL SANDWICH and Black Cube of Darkness.
