He's not anymore. As of Season 4 Jack strictly outclasses him in every category except siren-resistance. That was basically the whole point of the last of of The Scotsman Saves Jack Part 2.

The entire ending of that arc was pointless filler. Should have ended after the Siren battle, but it just kept going with pointless stuff.
