Said spy immediately returned to Isengard and passed on intelligence about the weaknesses in the fortifications at Helm's Deep. No he wasn't, not in the books anyways. He was poisoned by saruman and worm tongues magic, it destroyed his will. When he was freed from it he told Aragon that not only would the rohirrim ride to war and trust eomir, but that he would go too. He had no scope of the army of saruman that marched on helm's deep, wormtongue made sure of that. He needed time for eomer's eored to meet up with his. Helm's Deep makes total sense with the information he had. Isenguard is a more secure fortress, attacking it with horseman and no trebuchets is madness.
