It certainly didn't spawn the rule but the particular segment on that video that was put to Youtube created a viral inside that niche community and now tacticool people will say the knfe will always wins without understanding the many variable factors, like a civilian not being held to the same scrutiny of an officer that can only draw the gun after clear intent to hurt has been made.
