The premise was a bit different because it was more about regulating emotional expression than genetic segregation. It's more similar to Equilibrium than Gattaca.

I forgot the movie but it involves the currency beong the time of a juman lifespan so people have to literally pay with their lives to do something like hail a cab or go down to the pub. It also means that the super rich are functionally immortal and theres this kino scene where the protag robs a bank and gives an extra 5 years to everyone he can

The reference is fuck all except they both have dogs in the title
And one could be considered something of a cult classic as well
