No she wasn't. Yes, she was only the second woman to land a triple Axel in competition (and the first to land two at the same event), but her artistry was lacking, and she was always plagued by inconsistency. Also, she benefited greatly from the 1990 elimination of the school figures (it's no coincidence that 1991 was her breakout year). Even in her best year, Kristi Yamaguchi beat her at the World Championships .
Not that Nancy was better, though: I always thought she was bland, stiff, and just generally overrated.
