Maybe they don't invest that much in Looney Tunes because some of them will be in the public domain in a couple decades and already attempted a good sized push of cartoons and movies in the 90s and early 2000s?
It might be a better investment in the coming time before many of them go into the public domain to try to get new cartoons made and maybe one or more will eventually be really popular (ex: Sponge-Bob) that can be used for a lot of stuff for a long time.
