I am sick and tired of this stupid fucking meme. Anybody with any familiarity with Tolkien's works knows that Aragorn is an amalgamation of various heroic king myths. Tolkien was inspired by the myths of King Arthur and Charlemagne. Both were both fictional people, but they came from real-world folk traditions, and Aragorn is just that template copy-and-pasted into a fantasy setting. If Aragorn is anything like these figures, then he is supposed to be just, honorable, wise, and compassionate. That's why he wouldn't have a tax policy at all. There are no taxes in Gondor, period. There isn't conscription either. The bureaucracy and the army are both staffed with volunteers. No one has to be paid because Aragorn abolishes currency and trade. All of the superfluous and parasitic aspects of civilization are removed by him, so no more art and music. All the major urban centers are depopulated and the citizens are relocated to the countryside. Aragorn purges the burghers and intelligentsia from his society and restructures Gondor to be a purely agricultural society. He declares the new year to be Year 0 (of the Fourth Age) and begins a Golden Age. All of this is heavily implied in the appendices, which you would have some passing knowledge of if you did more than eat cheetos and watch Game of Thrones.
