There was like a dozen or so issues that started with her first turning into a vampire, and then going on a short adventure with Logan, and then teaming up with that Black (?) kid who turned into a rock monster and they fought a demon or something.

I get pangs of longing when I think about Terrible Eye, and how she's almost certainly doomed to obscurity. She's no longer even a consistently-appearing character in Gwenpool, and the chances of her showing up in a meaningful capacity elsewhere and being handled as well as she has been in the series that spawned her, are dismally low. And this makes me sad, because I'm fascinated by her, and would be more eager to see an ongoing monthly starring her than anyone else in Marvel.

...I think you missed the point of the thread; this is about characters who don't really warrant their own ongoing by dint of being genuinely minor characters without a lot of development, or who were a good one-shot gag but who lack any kind of actual depth.

Ghost (we never learn his real name) has an axe to grind with modern corporate greed and, in particular, the military industrial complex. He's like that crazy conspiracy theorist who thinks that GE is building spy satellites to control you through the fillings in your teeth. Given the world he lives in, however, that's not actually crazy.
In the Marvel universe, you've got the military industrial complex building giant robots to kill their own citizens for being genetically different, experimenting on people to try to make super soldiers, and actively engaging in corporate espionage to steal technologies from one company to give them to other, less scrupulous ones. The Red Skull managed to get himself into a position of power in the United States government using the ridiculously obvious name Dell Rusk. Shapeshifting aliens have stolen and replaced major players in every field from government to corporate to superpowered heroes and villains. Tony Stark built a satellite that literally made everyone on Earth forget he was Iron Man. Ghost isn't crazy for believing that the powerful people, and in particular the corporations, are out to get him and the rest of humanity; he's arguably one of the few sane people in the Marvel universe when it comes to his beliefs.

A Native American activist with superpowers, who has a blatantly American theme would be awesome right now. All this talk of immigration and walls and being a true American, meanwhile, the actual true Americans are being left behind and walled off from the rest of the people. Why the hell hasn't Marvel given this guy any sort of exposure at all in the last few years? They love diverse heroes, yet Natives get forgotten about every time. The best Natives get is Red Wolf (since they only get one Token at a time apparently), and Marvel clearly doesn't know what to do with him. This guy as a high tech, darker, more "street," equivalent to Captain America would be perfect right now. Basically what Sam as Cap should have been.

He deserves it more than anyone else in that Gallery, Riddler had his tarnished by Tony Daniels, Two-Face is a constant victim of Status Quo, but the stories Crocs been involved in as of late have him in a more neutral zone, and actually being responsible for the lost in the sewers. Didn't he also take care of a girl who was killer by her uncle or something.

Maybe, as long as the comedy is balanced with seriousness. I have no problem with Booster and Beetle shenanigans, but I absolutely despise stories where that's the only side of them portrayed. Both of them have the potential to be compelling characters in the hands of a good writer. And again, it doesn't have to be super grimdark like the Bat-books--just balance the comedy with serious storytelling.

Oh I agree completely, which is why I think single issue arcs could work because of the fluidity of the tone.
You could have some goofiness, but you could also have some high stake adventures, and it could flip back and forth in a really earnest way.
