I think its because were at this weird point culturally where women being "womanly" is seen as outdated, despite the fact that it makes for a relatable character. And so we sortof avoid doing that. So you end up with painfully cliche female characters.

Outside of that its fantasy. I wish women were actually "badass" and strong and shit sometimes. but as time has gone on, I've wanted a very maternal woman.

I hate to use childrens cartoons as an example but E;R put it pretty well with Avatar: Korra vs Katara. Korra was a fucking cunt, but super strong and independent, and Katara was anything but independent, but so was the rest of the cast, she had a supporting role and was strong, and despite being stubborn, there was a mutual respect amongst the characters, even with her maternal features/flaws

So its either fantasy, or subconscious tiptoeing around being "sexist"

Bad example. Olivia is very maternal and has a soft, caring side that she shows to the victims, especially the child victims. She has to be tough as a LEO and rarely enters relationships or looks to men for support because she is so damaged, but she is absolutely a believable female character.

the only time a woman is percieved of as a hero is when she takes on male attributes, so there are very few ways to make your audience respect the main character without making her too butch, you gotta ride the line between bitch and alpha, gaining sympathy but not pity.
