It's more than that.
The character lineart is a slightly darker variation of the main body color. Most other cartoons use black outlines, but the pony show shares its lineart style with the one in the OP. The eyes look very similar to how they're drawn with the ponies (the shape and size, the lack of lineart on parts without eyelashes, no visible eyebrows drawn except for when the characters are furrowing their brows). The bodies have this feeling of puppet-like rigs with bodyparts that get tweened around, instead of entire frames being drawn individually like with some other Flash cartoons (Happy Harry for instance). And the backgrounds have a similar look as ponies too (simplified shapes with some gradient tones, the colour palette, the lack of lineart on sceneries on the background).
IMO the statement that it "doesn't outright scream horse cartoon" is false.
Still, even if it does look like ponies, I don't see it as a problem.

The game is going to scratch my itch for a proper platformer and I already have it pre-ordered. I wouldn't mind something like animated web series, but I don't think it'll be enough for anything syndicated.

So did this game end up being good? I saw that demo casino level or whatever it was a few months back and it looked solid though there was too much open space between parts of the level.

Like the others said, it has mixed reviews from critics. It has a mid 70s score on metacritic so Sup Forums is already celebrating its demise.
But, when I actually read the reviews all of the negative comments are that it is a collectathon. Not that it's bad at that, but that it is that at all. It's like how the Parappa release has a 62 on Metacritic. It's a thing that has faded from popularity, but if you still like those games looks like it will be good.
I'm gonna buy it at least.
