The power of the force isn't super threatening. Like, even Vader's fellow commanders didn't take him seriously, they mocked his religion.

And when he said the ability to destroy a planet is insignificant compared to the power of the force, that is not to imply that he is able to destroy a planet. Consider the broader point that Palpatine concurred the galaxy with force trickery, much more potent than blowing up a planet. But having the ability to say "I can destroy your planet" is a more tangible threat.

Force is life and has many power, abilities and purposes while the Death Star on the other hand can only destroy planets.

The force creates life and many possible supernatural abilities that can influecne life and galaxy in many many ways while the Death Star can only kill and destroy. Luke with the help of the force managed to destroy the death star by a single torpedo. A single torpedo managed to destroy weapon as large a planet. The force is everything while the death star is not.

The actual reason is because they (Sheev but also the top brass) thought it was fucking wacky enough to try out and see if it could actually work. The original plans for the Death Star were created by the CIS, and later it fell into Imperial hands and they were like "Dude what the fuck is this thing?
