The war of the five kings was Jon Arryn's fault. If he never investigated Robert's seed, he would have never been killed. If he was never killed, Ned Stark would have never have come to King's Landing and investigate Jon Arryn's death. If Ned had never investigated and told Cersei he was going to tell Robert, both him and Robert would still be alive. If Ned was still alive, Robb Stark would have never declared himself King in the North. If Robert was still alive, Stannis and Renly wouldn't be fighting for the throne.

Perhaps you could blame it on whoever caused Jon Arryn to start his investigation. In the books I believe it was Stannis who asked him to investigate but the show never implied that (Stannis seemed to be unaware that Robert's kids were not his until he received Ned's letter).
