Superman breaks the laws of physics in hundreds of ways already, saying he can shave or fug like a normal human while his hair is impervious to beams and shit is a non-issue.
Some authors make him shave with heat vision, but any other retarded explanation makes just as much sense.
The most commonly accepted way he shaves is by using a highly reflective piece of his ship and finely tuned laser vision.
Laser hair removal is a thing and you can laser the hair only and leave the skin unharmed via wavelengths, duration and intensity.
Personally, I'd prefer him shaving with a Razor like anyone else. Reason being is people have misconceptions of strength. Some think his hair is strong like he is, but what does that mean? Unbreakable? Uncutable? what about flexibility? His hair couldn't waft in the breeze if it didn't yield to wind.
What about natual processes? Hair falls out after a certain amount of time, hence we aren't all hairy monsters. Superman's not hairy, so his hair must fall out. Therefore plucking should be an option.
Either way, I think laser vision is the best option, but as a joke it takes him 4 or 5 razors to shave off a 5 o'clock shadow.

if you go by the personal forcefield concept, he'd be able to shave just fine, but the very second the blade accidentally hit his skin, it would immediately dull if not break. he'd be unable to get a very CLOSE shave by pressing against the skin.
