It was to justify the side trip to the casino planet so they could put a really awkward ham fisted commentary in on the rich (i.e. the 1%) and how both good and bad are funded by slavery and animal abuse (and apparently freeing animals which will likely be recaptured anyway, but leaving the children, made the trip 'worth it')
In turn this meant that Fin and Rose actually had something to do in the movie. Which then makes you wonder why she was in there. Which means it was to give Fin something to do.
Remember that Poe was originally going to be killed off in TFA but they decided to keep him on.
So in other words, keeping Poe made Fin completely redundant.

No, Holdo's plan was pretty solid and as soon as Poe learnt about it, he agreed it was a good plan. The crux of the whole plot, and the reasons the Resistance is reduced to 30 or so people is because Holdo didn't properly explain her plan for no reason, leading to an easily avoidable misunderstanding. That is pure hack writing, on the level of a bad sitcom.
