I'd say the difference between a stoner and smoker is if they're degenerate/stupid or not, but from what I'VE seen personally, most people (not all) who smoke weed regularly are pretty dumb, and people who have real goals in mind tend to only smoke on the rare occasion, if at all. Not saying that weed is inherently bad or anything, and in the end it depends on the specific person if it's detrimental or not
