It was popular around 15 years ago and had an anime while being definitively not white.
It's become a safe way to have a interest without seeming like an uncle tom and now they are almost the only ones exclusively playing the game.
Plus the cards are potentially worth some money and 12 y/olds are easy to steal from and reselling them requires at least some knowledge of the game.

It's not tracking though I wouldn't have eyes wired to be motion sensors out of the question it's most likely similar to those old kids "make a haunted painting" tutorials.
The eye socket is indented (using the movement of the onlooker to create false movement), or created with a fish eye shape like with resin, or another kind of optical illusion to make our eyes perceive it as tracking us. In that webms case it looks like a mix of plastic and indentation.
Even though it's furry stuff optical illusions are pretty neat.
