I'm assuming the evacuation at the start of the film is the reason why there's multiple generals amongst a ships crew of several hundred when normally you'd have at most one depending on the size of the fleet. At the start of the film Poe is identified as a commander before being demoted to captain making him the section head for the 'flying' side of operations and of equal importance to the ship chief engineer.
