Well, that was the writers' fault, not his. The Pah Wraiths might as well be a standin for the writers themselves, who wanted Dukat to be hated even though Marc played him so well that the audience loved him. Literally just a way to say "It's not the Dukat you like anymore, OK? Be happy when he inevitably dies."
It's pretty believable that Shat's assistant would be some weeaboo nerd, like who else would even have that job at this point? His staff are obviously Trek fans, and that goes hand in hand with this sort of thing. He's a pretty weird dude himself though, so it's hard to say whether the tweets are more likely him or his staff though. depends. finality in what sense? that their story was resolved? there's actually very little of that if you look at sisko, odo, even miles. but in a sense it didn't go for textbook endings and was bittersweet in many ways? sure.

Watching DS9. Why does the station crew drink at Quark's if they all have access to replicators and can get their booze free from them?
doesn't the replicators only produce synthenol, not real alkohol?

The main thing I would guess would be gambling and holosuites.
The same reason people still go to bars and buy more expensive beer when it's a lot cheaper to drink at home alone. Socializing and for the atmosphere.

I think the federation basically has a standing contract with Quark's. Federation personnel don't get paid a salary, right? So instead Starfleet probably picks up the tab via a contract for a fixed share of holosuite time, drinks at the bar, etc. The crew have to schedule their holosuite time because they only get a fixed number of hours per week covered by starfleet.
Remember, Quark is supposed to pay some kind of rent for his space on the station. It's not like Starfleet needs money for anything, so they probably just use a system of accounting to make the credits and debits against their fiduciary accounts come out near zero in a given period. The money that the non-Federation shopkeepers are supposed to pay them gets spend on buying things from those same economies, it all works out in the end.
When Jadzia plays Tongo with the Ferengi, she must be using her own latinum though. Since she always wins, it's not like she'll run out.
Lads, I watched The Voyage Home last night. What a great movie. Out of all the TOS movies so far this has been my favourite. It's like they found the silliest thing to make a movie about, but took such good care of all the details to make it work.
You never see Starfleet officers paying for anything at Quark's bar. Even holosuites, they just have to reserve ahead of time. When they want to keep Vic's running 26 hours a day, they just "make it so." I really think Starfleet has a discretionary budget that they use for dealing with capitalist societies like the Ferengi.
I guess that's exactly it. Today you can't get a beer for free in your house, but you can get if at your corner store for a fraction of what it'd cost at the bar and somehow bars are still popular.

Starfleet gives its officers a latinum stipend for operating outside of Federation space. However, latinum is useless to Starfleet officers, so they get rid of it as soon as they can. The best way to get rid of it is going to Quark's.

The federation is fully automated space communism, obviously they would use a single-payer system, rather than bothering with paydays. It might even be as simple as "they let Quark use station facilities, and he lets them use his holosuites for a fairly negotiated share of the time."

I think that just means that there is a system for distributing access to limited resources, which is not money. The difference between money and "credits" is that they are not fungible, it's not immediately clear how many hours of holosuite time are "equivalent" to one longrange transport. Sometimes episodes will refer to the credits as if they are the same thing as money, because lazy 20th century writers can't actually imagine a universe without money.
