Either Steve doubled down on the nasty, or risk mutiny from the other Hydra bigwigs. Everyone on the Hydra council were concerned that Steve being too soft on dissenters gave room for more resistance. Bendis and Brubaker were DESPERATELY wanting to do a Kilraven/War of the Worlds Crisis Crossover but Marvel kept clockblocking them at every turn, even though they kept shoving it into every book they wrote (and even brought Kilraven into the mainstream Marvel Universe to further the plot).

Marvel making the tri-pods Hydra warships is their way to kill the plotline once and for all and deny Bendis the right to keep tryng to shove it into all the books he writes
