Flash always had frame-by-frame options. Nothing really stopped people from using the program in a traditional sense, people just felt like they had to because symbols were a new tool to make quick, lazy animations.
Even if John K. was one of the first to use Flash for animation, no one forced him to use tweens. He could have very easily applied 12 principles of animation to it.
