He charges the money because his place is booked up to a year ahead, and it's not just foreigners who visit his sushi restaurant i'm not sure where you're getting the notion that it's only foreigners who visit, perhaps in order to create a narrative that he's scamming clueless outsiders which isn't true at all, he's well known among his own people who also pay that price, no one likes sushi more than Japanese after all. His product is ultimately worth a lot because people are willing to pay a lot. It's as simple as that.
