Perform a risky suicidal maneuver that has 100% of losing a capital ship and... a lower chance of the maneuver actually succeeding?

Remember when Hux ordered the cruiser to be shot down? It was too late to stop it by then, because he had assumed the ship was trying to escape. But if it weren't too late, the maneuver would've been a complete failure. Holdo had to approach the ship before the jump, too.

Unmanned kamikaze drones the size of a fighter wouldn't do that much damage, and would still need to be shot down. If you wanted to do as much damage as Raddus did, you'd need something the size of a capital ship, which takes resources. And spending resources on capital ships only to lose them in suicidal attacks is simply wasteful.
