Bane had a tough time defeating one CIA who was unaware of the oncoming battle, how will he fair against another CIA who watches his comrade fall?

Wouldn't have the same impact. The scene works because it begins with CIA's power stance in the center of the frame. With two CIAs, the composition wouldn't be as powerful.

I made this thread to flush out the answers I seek, there is so many possibilities and for years now this scene has opened the door to so many questions like for example what's stopping the second CIA from betraying the first and even working with Bane?
